In December, the Troy Metropolis Council in New York unanimously voted to change the language of the town’s 2006 dangerous-dog ordinance. Because it seems, altering a single phrase has a huge impact. The Metropolis Council voted to alter the phrase “shall” to “could,” giving judges extra discretion when deciding methods to sentence canines who assault different canines or people.
The change to the code comes within the wake of public criticism in a case during which a canine named Luna was sentenced to be euthanized after biting one other canine and that canine’s proprietor. Luna’s proprietor has appealed her sentence.
